Atop the Agra fort was tied a gold chain that went over the river-- and affixed to the chain were tens upon tens of bells.
To tug upon the chain would grant you an audience with the king. Anyone, regardless of rank, could jingle the chain.
This required massive bravery, as wasting the King's time comes with major punishment.
